2015 is a year of change. It sees the end of the Hyogo Framework for Action, the international framework dictating how nations should reduce disaster risk, and the development and adoption of its successor, the Sendai Framework for DRR. 2015 is also a critical year for the development and climate change agendas. The Millennium Development Goals will be replaced by the Sustainable Development Goals, a set of 17 goals aiming for sustainability of people, the planet and peace. At the end of the year, states will also gather to decide upon a new agreement on how to deal with climate change, both its mitigation and adaptation.
Civil society has to ensure that the changes we see in these policies and subsequent practice will actually build the resilience of the communities most at risk to disasters.
