Beyond 2015: Local monitoring with Frontline

Frontline's 'grounded resilience indicators' can be used to assess progress of all frameworks concerned with strengthening resilience'
A critical measure of progress in the frameworks being established in 2015 and beyond is their local impact. Local knowledge of the many threats that affect communities is a vital component of assessing this.

"Indicators for the Post-2015 Framework for Disaster Risk Reduction need to show what is happening locally as well as globally . . . Such good risk information is vital for improved decision making to strengthen local resilience"1

Frontline national and global databases provide local level 'grounded indicators'. The term 'grounded' indicates that they are drawn from real life, rather than from an external framework. The Frontline grounded indicators assess the resilience of respondents at community, locality, national and regional level. These grounded resilience indicators can be used to assess progress of all frameworks concerned with strengthening resilience; in particular the post-2015 Hyogo Framework for Action on Disaster Risk Reduction, Sustainable Development Goals and indicators of Climate Change Adaptation.

The diagram shows how the many conversations conducted in Frontline form the basis for this assessment:

Analysis of the Frontline data generates grounded resilience indicators. These provide a local level assessment of progress in the relevant external frameworks; providing a valuable local perspective on the extent to which frameworks and policies are translating into effective implementation. Frontline will establish baselines during 2015-2016 as a basis for ongoing monitoring during the currency of these frameworks. The assessment provided by Frontline provides a unique and valuable perspective drawn from local experience and reality of those at the Frontline.
