[This position closed on October 19th, 2017] GNDR is currently seeking a talented professional for the role of Views from the Frontline (VFL) Coordinator. The candidate will be a national/regional recruit based in the Asia-Pacific region and lead the implementation of the VFL 2017 methodology in two pilot countries (Philippines and Tonga). The role encompasses a range of responsibilities in what is a high-profile, innovative and ground-breaking programme that will require high-level engagement between civil society, local and national governments, UN agencies and donor institutions. This is a full-time position.

Our Purpose

GNDR was established in 2007 as a voluntary network of civil society organisations, associations and individuals who are committed to working together, and engaging with partners and other stakeholders, to increase community resilience and reduce disaster risk around the world. The network is vibrant and fast growing, presently consisting of 850 member organisations in over 140 countries across virtually every geographical region of the world.

The network is supported by a small but effective secretariat team comprising of UK and regionally-based staff. The GNDR Secretariat serves as a “support entity” to the membership operating through a global hub in London and regional hubs in Africa, Asia and Latin America. The Secretariat is legally constituted as a UK charity with the main responsibilities of facilitating the development, coordination and implementation of strategy, work plans and budgets, including supporting the mobilisation of adequate resources.

GNDR's Strategic Objectives

GNDR's “Stronger Together” strategy 2016-2020 has three mutually reinforcing objectives:

Main purpose of the role:

The Views from the Frontline (VFL) programme is an independent people-centred monitoring mechanism designed to measure local-level progress in implementing key elements of the Sendai Framework for Disaster Risk Reduction and related post-2015 development frameworks. VFL-generated information will be used in the development of local action plans, inform national policy advocacy, and serve to complement official sources of data gathered through the government monitoring processes.
The VFL Coordinator will be a national / regional recruit based in the Asia-Pacific region and lead the implementation of the VFL 2017 methodology in two pilot countries (Philippines and Tonga).

Working with the Secretariat team, GNDR members, relevant board members, consultants and advisors, the VFL Coordinator role encompasses a range of tasks and responsibilities in what is a high-profile, innovative and ground-breaking programme that will require high-level engagement between civil society, local and national governments, UN agencies and donor institutions.

Specific Duties and Responsibilities

The remit of this post will cover the following core tasks and responsibilities:

  1. Methodology Development
  • In close consultation with the VFL consultants, advisors and partners, coordinate the development of the VFL methodology and survey questionnaire
  • Support the development of user-friendly manual appropriate to local languages
  • As required, lead on the establishment of in-country National Advisory Group(s) representing key stakeholders and national alliances interested in engaging in the pilot review process
  • Facilitate national / regional workshops to review implementation pilots, identify lessons learnt and make recommendations for refinement of VFL methodology and subsequent scale-out in other countries
  1. Implementation Pilots in 2 Countries (Tonga and Philippines)
  • Promote awareness and engagement with the VFL 2017 amongst GNDR members, civil society and relevant government actors in pilot countries
  • Coordinate multi-hazard risk mapping for Philippines and Tonga, where appropriate using existing in-country risk profiles / maps
  • Develop relationships and alliances with peer organisations / networks and other actors (e.g. Local authorities; Academia; Media) in support of collective monitoring actions
  • Lead on the formalisation of relationships with National Coordinating Organisations (NCO) and Participating Organisations (POs) responsible for conducting VFL surveys, including signing relevant MoU between GNDR and NCOs
  • Support the NCOs in developing work-plans of key implementation actions as detailed in the methodology guidelines
  • Assist in the training of NCO and PO field workers who will administer the survey, conduct interviews with key informants, and manage focus group discussions
  • Oversee and support the National Coordinating Organisation in the overall coordination and implementation of the VFL survey and production of key deliverables in the pilot countries
  • Review data provided by the POs / NCOs for quality control and consistency
  • Support the National Coordinating Organisation with the data consultations, analysis, feedback and dissemination.
  • Assist the National Coordinating Organisation in convening key state and non-state stakeholders to discuss results, develop policy positions and preparation of national reports.
  • Lead the develop of a findings report on the VFL pilot.
  • In consultation with the Advocacy and Learning Coordinator, promote and facilitate joint evidence-based policy advocacy actions and campaigns at national, regional, global levels as appropriate
  1. Project Management
  • Develop and maintain good working relationships with GNDR staff, Global Board, membership, advisors, consultants and volunteers
  • Preparation and dissemination of monthly activity updates and periodic progress reports for GNDR Secretariat, Board and donors
  • Support the Finance Manager and Programme Manager in the timely preparation of project budgets and associated team budgets
  • Approve stage payments to NCOs upon completion of key deliverables as detailed in the Memorandum of Understandings (MoU)
  • Assist with internal organisational learning and knowledge sharing activities
  • Participate in relevant internal cross-team working groups.
  • Identify problems and solutions and manage project changes to achieve required outputs
  1. Information / Data Management
  • Support the analysis, collation and disaggregation of survey datasets, including feedback and consultations with relevant local and national stakeholders
  • Support drafting of national VFL reports
  • Support the dissemination of presentation of key results and findings to target audiences
  • In close collaboration with the Communications Coordinator, disseminate VFL- related results and recommendations to the Secretariat, Global Board, wider membership and external actors / stakeholders
  • Preparation of timely briefing notes, progress updates, and periodic reports.
  • Handle requests for VFL information, data and enquiries as appropriate
  • Lead on VFL in-country post-survey learning reviews
  • Assist in writing up case studies / video material / website pages / etc.
  1. External Relationships and Representation
  • Develop and maintain strong working relationships with GNDR external stakeholders, including governments, UN agencies, development banks, media, institutional donors
  • Support in the organising and participate in international, regional and national events, seminars, workshops and conferences as appropriate
  • As required represent GNDR at relevant meetings, working groups and conferences
