GNDR comments on Pre-Zero Draft: a discussion paper

Following the release by the Co-Chairs' Post-2015 DRR framework Pre-Zero draft on August the 8th, GNDR has found that, while it provides a good basis for the informal consultations and the outlined set of issues, principles and actions is comprehensive and resonates strongly with many of the points raised in the multi-stakeholder consultations, there are a substantial number of areas where the structure and content of the pre-zero draft requires further development.

Because of this, and drawing from feedback from GNDR members, we are making available here a discussion paper that 
outlines a range of issues, challenges, suggestions and recommendations for the Bureau of the Preparatory Committee to take into consideration in the preparation of the post-2015 DRR zero-draft, expected mid-October 2014. The paper follows the same structure as the pre-zero draft released on August 8th 2014. It is intended as a contribution to the development of the Post-2015 Disaster Risk Reduction Framework that is currently being discussed at the informal consultative meetings with the Bureau of the Preparatory Committee for the Third United Nations World Conference on Disaster Risk Reduction March 2015. The discussion paper should be read in conjunction with the Pre-Zero Draft Post-2015 Framework for Disaster Risk Reduction
