Call for Applications: Implementing Bureau of Humanitarian Assistance (USAID) funded project for National Implementing Partners

About the project

Locally led humanitarian solutions: Building resilience in fragile contexts affected by climate change (LLHS) is a Bureau of Humanitarian Assistance (USAID) funded project, for the period of 60 months starting 2 December 2022. 

The project goal is to build and achieve community resilience to natural disasters in fragile contexts affected by climate change impact.

The two specific purposes or key objectives of the project are:

1. 1. Strengthen local capacity of CSOs and communities in 11 fragile states to lead locally led humanitarian action that builds community resilience and links to longer term development and peacebuilding
   2. Learning, thought leadership and best practice has been gathered and disseminated on implementing locally led HDP nexus interventions that address climate change impacts in fragile states

The project intervention aims to provide evidence that humanitarian and development actions in response to climate change impacts 

1. 1. are informed by and respond to the local needs
   2. provide enabling mechanisms to the communities most at risk to take informed actions
   3. include the involvement of local voices in humanitarian mechanisms and decision-making
   4. are equitable and inclusive especially for women, children, people with disabilities, as well as displaced communities; and 
   5. consider a layered and sequenced approach to actions, can contribute greatly to addressing the gaps in the triple nexus space

This evidence will then be used to advocate for permanent change across humanitarian mechanisms and policies, and subsequently within all relevant humanitarian actions.

Objective and overview of the call for application

GNDR is looking for a National Implementing Partner (NIP) in each of the following ten countries to implement the project in close collaboration with GNDR. The specific objective of this Call for Application is to identify these organisations in the following countries:

• Africa – Benin, Côte d’Ivoire, Democratic Republic of Congo
• Asia – Pakistan, Bangladesh
• West Asia – Yemen, Iraq
• Latin America and Caribbean – Colombia, Guatemala, Honduras

Award amount: USD 60,000 will be awarded to one selected CSO per country.

Implementation period: 24 months once the CSO signs the subaward agreement.

Eligibility criteria

In order to be eligible Implementing partner, applicants must:

• Be a non-profit entity with a national legal status of operation in the country

The applicant can be any civil society organisation, including non-governmental organisations, who are are national and local actors duly registered in the country. Profit-making organisations are not eligible. 

• Be a locally led women organisation (WLOs) 

These should be non profit organisations that are founded and led by women. The organisation should have either a humanitarian, development or peace building mandate or strategic focus

• Be able to accept funding locally from United Kingdom and manage all aspects of the sub-granting processes 

The organisations should have recognised and authentic official bank accounts or alternatively recognised and authentic means and methods of receiving funds from GNDR, United Kingdom Office. The organisations should have mechanisms to spend it at the local level and ability to manage all the sub granting processes. Organisations submitting their applications must have the competence and capacity to manage the funds appropriately under the stated conditions.

• Have experience in project implementation:  

Having a minimum two years of experience implementing community development projects funded by external funding agencies or government.

• Have connections with local civil society organisations and have access to other key stakeholders at the national and local level

The applicant must have the ability to mobilise support for implementation of the project at local and national level. The applicant should demonstrate the ability to engage with multiple stakeholders at national and local level to support the dissemination of policy and advocacy messages.  

• Have specific knowledge and expertise to:

1. 1. Work with the frontline communities most at risk and demonstrate experience  working in the conflict affected areas impacted by climate change and underlying stresses
   2. Undertake interventions focused on conflict management and peace building, humanitarian, climate change adaptation, risk reduction actions and advocacy and campaigns
   3. Collaborate with national and sub-national stakeholders, such as government, academia, private sector and other civil society organisations and groups
   4. Conduct participatory processes at the community level especially focusing on women, children & youth, elderly, IDPs and refugees
   5. Train and monitor the communities on the aspects of disaster risk reduction, climate change and peace building
   6. Conduct community vulnerability assessments or surveys to gather community perspectives and conduct the primary analysis of such data

• Have specific operational capacities such as:
  

1. 1. Organisation has an UEI number (not applicable for Iraq, Pakistan and Yemen)
   2. Project management expertise and capacity to monitor budgets and maintain optimal effectiveness of the project
   3. Being compliant to the national government’s rules and regulations
   4. Should be able to provide relevant documentation for due diligence processes as listed in the application form i.e. safeguarding, code of conduct, financial and human resource management policies, gender, protection policy and others
   5. Reliable internet and communication facilities

Deadline for submission of applications

Submission deadline is 3 July 2024.

Applications submitted after the deadline will be automatically rejected.

Only full applications will be assessed.

Evaluation criteria

Applications will be examined and assessed by GNDR according to the following criteria:

• Submission of a completed application form with required attachments
• Demonstration that the organisation is registered and is a women-led organisation. Those who do not meet this criteria will not be considered
• Experience of working with conflict affected communities or capacity to work in conflict affected communities. Those without this experience will not be considered
• Organisation’s mandate is in coherence with the project objectives
• Evidence that the organisation has operational and financial capacity to execute the programme within the assigned geographical sites
• Submitted reports and documents demonstrate the organisation’s capacity to perform and handle resources in a reasonable manner
• Organisation’s capacity to network with other CSOs, local and national government (unless this poses a risk to personnel or organisational safety and security), media, private sectors and academicians

GNDR reserves the right to eliminate any application that does not meet or satisfy the criterion listed.

Notice to applicants

Organisations who have been shortlisted will be notified by GNDR in writing. Please note that all shortlisted organisations will be subjected to an interview process which will be followed by vetting procedures, before final approval.

Notice of the decision will be provided only after the whole selection process has been finalised. 

If applicants do not hear from GNDR by October 2024, then they should consider their application unsuccessful.
