Our advocacy impact

Post-2015 frameworks

2015 was a year of change: several key international frameworks were coming to an end and new ones were adopted. These set the direction for how disaster risk reduction, development, climate and humanitarian action would be conducted, and a new set of goals and targets were agreed.

As a leading coordinator of non-governmental organisations focused on resilience building, we influenced many of the post-2015 international frameworks. We worked to ensure they recognised the role of civil society and local actors, and build the resilience of communities most at risk.

Agenda 2030 and the Sustainable Development Goals

We worked in collaboration with other networks and member organisations to incorporate a resilience approach into the 17 Sustainable Development Goals (SDGs) that were adopted to guide development activities between 2015 and 2030.

Our main policy recommendations focused on ensuring coherence among the SDGs, the Sendai Framework targets, and the climate change commitments. We pushed for a joint monitoring framework that would recognise the linkages between these frameworks. We also pushed for development funding to incorporate resilience and disaster risk reduction among their guiding principles.

We have successfully established a formal disaster risk reduction stakeholders group in the annual follow-up and review process of the 2030 Agenda and the Sustainable Development Goals. Plus we are actively involved in the annual High-Level Political Forum on Sustainable Development, where we advocate for a risk-informed.

Paris Agreement on Climate Change

On the occasion of the 21st UNFCCC Conference of the Parties, where countries adopted a legally binding framework on climate action (known as the Paris Agreement), GNDR members formed six regional working groups to develop joint advocacy, and influence negotiators at regional and global level.

We actively participated in the climate change conference, and contributed to advocacy activities carried out by our partners, including members and climate-specific networks, like the Climate Action Network.

Agenda for Humanity

GNDR was actively involved in the 2016 World Humanitarian Summit, and worked to share local perspectives of disaster response and preparedness coming from communities and member organisations.

We collaborated with other networks before and during the event, to push for more emphasis on prevention and resilience building as a way to increase effectiveness of humanitarian action. Building local capacity during crises and building back better afterwards are two key aspects of strengthening disaster response and recovery in the longer term.

UNDRR Stakeholder Engagement Mechanism

We successfully lobbied for the creation of the UNDRR Stakeholder Engagement Mechanism (SEM) that brings together civil society groups and the private sector to jointly advocate for risk-informed development and an all-of-society approach to resilience.

GNDR has been leading the Stakeholder Engagement Mechanism since its formal launch in 2019. Since then, we have been working with the SEM to organise joint events and develop common position papers to highlight the importance of multi-stakeholder participation to build effective resilience.

Regional and global platforms for disaster risk reduction

Together with regional civil society organisations’ networks, we coordinate engagement at regional and global platforms for disaster risk reduction. In these international spaces, we share local perspectives and try to find new opportunities for civil society organisations to be directly involved.

During the 2019 Global Platform for Disaster Risk Reduction, we organised live connections between participants at the conference and communities around the world. This helped highlight the need to take local perspectives of risk into consideration when developing resilience policies.
