VIEWS FROM THE FRONTLINE
Senegal
We’re working with 15 communities in Senegal to ensure that development is informed by the perspectives of people most at risk.
As part of our global Views from the Frontline programme we have surveyed community members, civil society organisations and government representatives across the country. Here we present our key findings, conclusions, activities and impact.
Random household surveys
Civil society surveys
Local government surveys
Key findings and conclusions at the national level
- Climate change is the most prioritised threat
- Coordination between government and communities at the local level for risk reduction plans and activities is missing
- There is a need to upgrade/modernise development processes and make them more risk-informed
Surveys undertaken in Senegal
Our Views from the Frontline surveys in Senegal were undertaken in 2019.
Who was surveyed?
We surveyed 1,387 random households, 183 civil society organisations, 150 local government representatives, and undertook 130 community consultations.
Risk locations prioritised
We prioritised three risk areas:
- St Louis
- Dakar/Matam
- Ziguinchor/Sedhiou
Communities surveyed
We surveyed people from 15 communities: Dodel, Fanaye, Namarel, Ndioum, Taredji, Arafat, Thiaroye, Guet Ndar, Bokki, Djevol, Ziguinchor, Diogué, Carabane, Sedhiou and Zone Forets.
“Climate change has been a major cause of disasters in Senegal for the past two decades. So many areas where rainfall was rare in the past have began to witness heavy rainfall yearly, leading to building destruction, economic losses and food insecurity.”

Our impact
Activities undertaken in response to community-level findings and conclusions
- Brought community members together and organised discussions with local authorities in order to increase collaboration
- Delivered radio broadcasts to increase community awareness of budget allocations for risk reduction
- Developed a community mobilisation plan to address the issue of resources for dealing with disasters and climate change
- Held village talks to involve young people in the assessment of risks and threats
- Held an advocacy workshop with the local authority on access to resources to reduce risks and threats due to climate change and disasters
Impact of activities
- Communities understood disaster prevention and management measures and the government budget allocated for the reduction of risks and threats
- The community mobilisation plan is developed and understood by the members of the community
- The capacity of leaders and community members to manage disaster risks in their communities and advocate to the local authorities has been increased
