This case study from Brazil tells the story of a municipality which was heavily affected by floods because people and authorities were unsufficiently prepared. DRR legislation was in force, risk information existed but the municipality did not allocate enough funds from its budget for preparedness.

Parts of Sao Goncalo city flooded in April 2010, displacing thousands of residents. The government had been warned of the risks but people were not prepared.
